Praying Mantis mimic - Diptera? - Chachuna, Georgia - 11.05.18 (1 Viewer)

Is this a fly? It had remarkable forelegs which it would use to impersonate a praying mantis type presumably for mimicry/self-defence.

Anyone recognise it or narrow it down.

All the best
