Cormorant or Shag?-Greece

Hello, I saw these birds out while birdwatching by the sea, wonder if anyone could help me with a definitive id for either Greater Cormorant or European Shag as this is a quite distant photo with only the silhouettes to go on.This photo was taken today in Attica. Thanks in advance for any answers.

Hard to say with such a poor photo but i would guess greater cormorant
