Not much hope with this but here goes.
A large dark eagle with a pale head.
Massive crop on the photo but I reckon Tawny Eagle.

I know it is a difficult angle but the wings do not look broad enough for Tawny but maybe that’s just me as it has been 40 years since i have seen either species:C

Wahlbergs' for me too though just a guess but it does seem to be holding it's tail closed, a Wahlberg's characteristic.
