is this a Falcon? on my Balcony in Kuwait (1 Viewer)

This bird flew onto my balcony in Kuwait . This was today June 17th, 2019.

Yes, a female Kestrel and it seems to be dirty, oil or soot?
The bird was clean and in pristine condition, I didn't see any soot or oil, but Its talons were black. But now that I take a closer look at the image wings there might be some discoloration. So you might be right .

Two corrections:

This Common Kestrel is a newly fledged, juvenile male.
Male juveniles differ from juvenile females in that the black bars on the tail feathers are narrower than the space between them, whereas in females the bars are broader and thus of approximately the same width as the space between them.

This bird is indeed VERY soiled with a black unknown matter on its feet, the shin bone feathers ("trousers"), and on the belly (and probable also on it's vent and under tail coverts).
