Can someone tell me if this is a White-Rumped Sandpiper? Taken today in Dublin by a non-birder friend who said it couldn't fly.

Thanks folks! Turns out my non-birder friend was astute in considering it unusual, although his main concern was that it wouldn't fly, which is why he photographed it. I didn't know this when I posted, but there had been a WRS reported in the area a few days before by birders.
