Is this a Short-tailed Hawk? Edinburg, Hidalgo County, Texas, USA. 28, April, 2019.

Thanks guys! I never realized how similar from underneath a light phase of a Short-tailed Hawk is to a White-tailed Hawk adult (light phase). There were numerous White-tailed Hawks in the area. The Short-tailed Hawk is rare but does come across the Mexican border. I do believe it is an adult White-tailed Hawk. Thank you very much for you knowledgeable input. Stanley Jones
