Cooper's Hawk or Sharp-shinned Hawk? (1 Viewer)

When I first tried to identify this hawk, I was leaning towards a Cooper's Hawk. I posted it on a Google+ birding community, and others thought it was a Sharp-shinned Hawk. I posted it in eBird for Great Backyard Bird Count as a Sharp-shinned Hawk and just got an email from the regional data reviewer who thinks it is more likely a Cooper's. I told him I'd put it up on Birdforum to see what the thought is here.
