Possible symptoms black headed gull (1 Viewer)

Good day,

Please, does anyone know what means a wet beak and shaking of head in an adult black headed gull? I mean, the tip of the bill is wet all the time (to the extent that in the sun, when the bird moves, I can see droplets of liquid at times in the air) and the shaking of head is from time to time, a short fast all of a sudden tremor, like in a no-no gesture.
I ask because I know the bird and she did not use to be like this. She just returned from migration a few days ago ( this is the third winter I meet her) and I remember that even in the first day after returning, she was not with this signs. Is is a sign of toxicity? Stomach problems?
I am concerned, as one of the neighbors hates these birds and in spring put a handful of nails at the base of a lamp post where the birds at times were fighting.
