Yes, it's an immature Bateleur as others have said, plenty of images on t'internet but the salient features are in your photo.
 
I think many birders are caught out when they see an immature Bateleur for the first time. I agree that this is one.

For the original poster: Bateleurs have extremely short tails, and while immature ones (like many other raptors) have longer ones, they are still very short. If you look at your picture you can only see the wing - the short tail may be more obvious if you have other pictures. Another good sign is the blueish bare skin between the bill and the eye.

It's a juvenile Bateleur, every single feather from the same generation, no moult yet
I guess immature Bateleurs are still easier to ID than immature African Harrier-hawks though
 
I didn't think it was but I don't know much about eagles and the bill and feet are yellow not red but now it's been pointed out to me I can see the tail is short
