ID and Potentially lost Captive BIP (1 Viewer)

Is this a Harris Hawk ? we are staying in the highlands on holiday and when we arrived this flew into the tree and at first we thought it was a buzzard, I took a quick record shot and only just downloaded it and noticed it has tethers and very large talons. There was no one near by so thinking it could be a lost captive bird ?

With those jesses, this is definitely someone's lost hawk. Are you anywhere near Dunrobin Castle? The falconer there keeps a number of raptors. If he hasn't lost one of his own birds, he made be able to capture this guy and help him get home.
 
Thanks Kathi, we are around 100miles from there (1hr west of fort william), the owners were we are staying have a copy of my pic and are going to ask around locally too :)
