From Simba Chan via the OBC.

Three pairs of Chinese Crested Terns were confirmed to breed on the island of Jishan-yu, Penghu Islands, in the middle of the Taiwanese Strait. There were records of Chinese Crested Terns on Penghu in the last few years but breeding has not been confirmed.

This is the second new discovery of Chinese Crested Tern breeding site this year. It seems this species is slowly spreading out. This is a good news to this species.
