Sth France: Small raptor (1 Viewer)

Hi all

I initially saw this guy out the kitchen window at about 12m away. So nice! Directly from behind, I had no idea what it was - it was only a brown bird with a white rump. Once the head turned, I saw it was a small raptor. By the time I got my camera it had moved off a bit. Can anyone ID it from the attached photo?
