I have attached a photo of a bird I am having a difficult time identifying. My assumption is that is is a juvenile. This photo was taken in Orange County NY in mid July. The feet of the bird are webbed which should make identification easier but I have yet to identify it. The eye banding does look like a tern but i have not found any matches. Please let me know your thoughts.

I'd suggest a Forster's Tern, juvenile, from the black eye patch.
