I'm in Pennsburg PA, i noticed 2 bird that resemble mourning doves, they're staying within inches of each other. If i Get within 2 feet they get scared and walk not hop away from me but won't fly away... what's the most probably explanation for this behavior? They haven't moved in the past 2 hours... should I contact animal services?
 
They are probably juvies and have left the nest but are staying close by and the parents will continue to feed them while they are on the ground. Try to give them as much space as possible and before long they'll be flying ;)

Yea they don't seem in distress, but they look full grown( but I have no idea what full grown is) I put a pic in the gallery to get a response about age
