Injured, perhaps? e.g. clipped by a car on the road, not badly enough to break a wing, but enough to make it painful to fly far.

Alternatively - looks like it was sat on some prey item at the start, which it was unwilling to leave?

Yup that is what we figured.
The road traffic is pretty slow so most impacts there wouldn't be real bad...
