Pied Harrier? (1 Viewer)

Thought maybe this would be a better place to run this by.

Any opinions on what I thought might be a Pied Harrier in a marsh along the Shuangtaizi River in Panjin, Liaoning, China. May 5th, 2020.

Considerably paler, indeed more "pied" than the Hen Harriers that I commonly see in this area. Unfortunately working over a patch at a considerable distance from me, but looked different enough in the binoculars to prompt me to do the best I could with the camera through the atmospheric haze.
