Unknown beetle in Romania.

I found it in the Macin Mountains, Tulcea County, Romania, on 22 May 2018.
Anybody any idea on the genus or family?

Thanks Andy, but the feed seem different than the broad feed of imarcha tenebricosa. I think it looks more like a member of the Geotrupidae family.
What do you think?

Yoy are right about tarsi, it's not a Chrysomelid, try Tenebrionidae.
