Gape line (beyond eye) and bill structure bigger.....might suggest the former over the latter?
 
So far as I could tell from a quick web crawl, bill size is fairly variable in both although i agree it tends to be more massive in tawny. I think this is in the range of variation for steppe so give my vote to that.
