ID of an eagle in Bulgaria (1 Viewer)

25.08.2016 near Novi Pazar in Eastern Bulgaria I got a pic of a not ID eagle.
Any ideas. One of the Spotted Eagles? Thanks in advance for help.

Looks like a clear Lesser Spotted Eagle to me, a juv. I think (?).

agree with adult, dark undertail coverts, no moulting though
