Where's that bird?

This appears to be a shore bird of some kind, hanging out with he turtles in a local marsh. He was very still, for a long time, as though he were sick or injured.
Annapolis, MD, this morning.

Thanks. I have another shot that appears to show the spots when it's zoomed to 200%.
