Schedule 1 Licence.

During a recent thread under 'Birds Of Prey' several members mentioned that they held a Schedule 1 Licence which apparently gives them permission to approach raptor nests without breaking the law. Would it be possible for someone to explain, please:

What exactly is a 'Schedule 1 Licence' and can anyone apply?

Who is it issued by, how long does the licence last and is there some form of qualifying test or examination?

How are applications for a licence made and is there a fee?

If granted, what exactly does it entitle the holder to do?

As far as I can make out you have to be part of an official body that is collecting data on breeding birds. You can't just apply for one because you want go and look nesting sights more closely.
