Short-eared based on belly pattern. Long-eared has cross-hatching, Short-eared is streaked.

Generally quite true (if in N America) but this is the European race of Long-eared Owl where the same difference is not so useful. To elaborate, here the cross-marks on LEO are present but not nearly as well-marked as on the Nearctic race, so in soft images like this they aren't visible.

Clearly a Long-eared Owl of the nominate race. Wing pattern, facial markings and long horns.

Yes, the American subspecies is quite differently patterned on the underside, and has yellow, not orange iris.
