Raptor, North-eastern Thailand, April 13th (1 Viewer)

Hi all,

This raptor was seen on my arrival at Phu Suan Sai National Park in Loei province, Thailand, near the Laotian border (13/4/18). Obviously these pics are far from great and a definite ID is not necessary; I'm mostly interested in what it may be, and why.

My original ID through my bins was a Rufous-winged Buzzard, and the 5th pic maybe suggests that... or not.
