I had almost assumed that this bird was a tern, but I just can't make him fit any of the illustrations.

When compared to the body, the wingspan seems a bit long for a Sabine's. I think Barry's suggestion is the right way to go.
 
It's a Laughing Gull. In this view, Sabine's Gull shows much less black on the wingtips and would have a distinct white wedge near the bend of the wing.
