Attached is a somewhat enhanced image of a distant raptor. Photo taken 20
March 2018 at Kirstenbosch Botanical Garden, Western Cape, South Africa. I
have provisionally identified it as a Common (Steppe) Buzzard (Buteo buteo
vulpinus
). However I lack experience with South African raptors and would
appreciate any corrections or confirmations.

Definitely not a buzzard that has 5 "fingers", not 6 long ones and a shorotish seventh one like here.

The photo is very noisy, but still, barred as it looks, I'd rather say juvenile African Harrier Hawk (Gymnogene).
