Raptor ID, Abruzzo, Italy

Hi,

Please could someone ID this for me? Taken in the mountains in Abruzzo, Italy last week. I was optimistically hoping to see a Golden Eagle - I saw this briefly through the clouds, but my ID skills are too poor to be certain what it is from this photo.
