Merganser or Grebe?

Date: Aug 27 4:30pm
Place: Yoichi River, Yoichi, Hokkaido Japan

Hi!
I'm stuck looking thru all the field guides
trying to figure out;
if the attached bird photo
are adult/juvenile Mergansers or Grebes. As well, which species
Any help is greatly appreciated!
