I want to say it's a Sharp-shinned due to its relatively small-headedness (Cooper's would appear larger), to what seems to be a lack of a visible white trailing edge to the tail (although this can be deceptive on worn plumage and it's hard to tell from this angle), uniform length of the tail feathers (Cooper's would be graduated lengths), and to the uniform color of the nape/neck (Cooper's would be noticeably paler).
