Herring Gull or Western Gull? Bay Area, CA (1 Viewer)

OK, a gull dilemma.

I'm looking primarily at the gull in the foreground--large, pink-legged, light eye, yellow bill with red spot on it, dark mantle, and 3 distinctive spots on the black wing tips.

I'm thinking of the Western Gull (but aren't the eyes too light?) or the Herring Gull (but isn't the back too dark)?

Ideas?
