This is somewhere in the Russian Urals.

At the end the guy says 'thank you' on behalf of the cheeky Mink then says 'bajalsta' on his own behalf, which is the standard 'you're welcome' response to thank you.

For anyone curious as to why the fisherman kept such small fish, Russians make a soup called 'Ukha' or they could just be for his cat. Anyone who fishes in Russia, will think you're mad if you return even the smallest fish.

European Mink is critically endangered across it's entire range

41 seconds into the video when it sits up it shows a pale chin but no white on the top lip - which makes it American Mink I think. While it is an invasive (and destructive) alien species - you're right it's a very cute encounter (unless you're a fish in a bucket ;))
