I photgraphed this raptor at Serra do Mar park near the coast of Sao Paulo state. For me it looks like an Accipiter. Quality of both photo is poor because I had to magnify a lot the original photo.

locality + jizz + the colour that can be seen: I feel fairly confident calling it a Rufous-thighed Kite (which indeed is a species that tries very hard to look like a Bicolored Hawk, but jizz is different).
