Yes this is definitely a Common Buzzard, there are many differences from any age of Golden Eagle, including tail and wing shape, all the pale on the underwing, the white band on the chest. Size is very deceptive and its only on Birdforum where you start to see how often it is used in bird ID, especially dangerous on lone subjects with no scale
