2CY gull from below | march, Choshi Japan

A dull and drab early spring day in Choshi, East-Japan, Pacific coast
Locally inexperienced birder with little experience with a decent camera-set-up.

I think this should be a 2ndCY Vega Gull but i think it is easy-thinking on my part: it looks familiarish, no obvious marks and proof otherwise, so it probably is 'just' a Vega...
I think i would exclude Slaty-backed for the not too thick bill and dark upperwing with thin white bar

What would you say, is it -with this too dark photo- doable to say what it is?

and why?
