Though I've only once seen one hunting over ground rather than water, so prey other than fish would seem to be pretty rare on their catch list and most likely opportune rather than searched for.Almost entirely fish, but occasionally take snakes, birds, frogs, reptiles, mammals, and crustaceans. Fish are invariably carried head-first to the nest or other perch.

Spot on. People confuse the right to shoot and the right to fish with the quarry animals being theirs, as opposed to wildlife belonging to everybody: which then leads them to think they can take measures outside the law to protect their "property".Maybe look at nearby private fishing lakes?
Seems very similar to Eagles that die over private grouse shooting moors in Scotland.
Should bring back public floggingOne of the issues is that punishments for this kind of wanton wildlife slaughter aren't nearly severe enough. In Africa they shoot elephant poachers. I'm not suggesting we adopt a similar policy here, but something more than the typical slap on the wrist paltry fine would definitely be in order.
