Ich benenne diese Art zu Ehren des Russischen Konsuls in Bender-Buschir: Herrn N. P. Passek.

The Eponym Dictionary of Birds claims:

Nikolai P. Passek (b.1850) was a Russian diplomat who was Consul-General in Bender-Bushire, Persia (Iran) (1876–1900). He was educated at Kings College, London, and took a law degree at Moscow University. He was the Russian Consul-General in Melbourne (1900) for Australia and New Zealand, and held a similar position in Canada (1913).

С 1902 - генеральный консул в Бендер-Бушире (Персия), где стремился ограничивать влияние Великобритании, а также составил самую подробную на то время карту Персии с указанием даже почтовых отделений, за что получил от шаха награду и был избран членом Персидской Академии наук.
("From 1902 - Consul General in Bandar Bushehr (Persia), where he sought to limit the influence of Great Britain, and also made the most detailed map of Persia at that time, indicating even the post offices, for which he received an award from the Shah and was elected a member of the Persian Academy of Sciences.")

Björn just suggested to me an old-style / new-style date issue, which seems to be correct.
7 Feb 1914 of the Julian calendar is 20 Feb 1914 of the Gregorian (= our current) calendar -- thus 20 Feb 1914 of our calendar is almost certainly correct.
(And, actually, 15 Nov 1850 could quite conceivably be 27 Nov 1850...)

His grave ("Nicholas de Passek, Russian Consul Gen-l, 20th Feby 1914") can be seen on the last pic here.
