Alcippe davidi schaefferi La Touche, 1923 OD here
Named in honor of Monsieur Schaeffer, engineer in the "Compagnie des Chemins de Fer de l'Indo-Chine et du Yunnan," to whom I am much indebted for his kind hospitality and assistance.

The Eponym Dictionary of Birds claims
David's Fulvetta ssp. Alcippe davidi schaefferi La Touche, 1923 [Syn. Alcippe morrisonia schaefferi]
Monsieur Schaeffer (DNF) was an engineer for the railways in French Indochina. La Touche wrote that he was much indebted to Schaeffer for his kind hospitality and assistance, but neglected to give his first name(s).

The Key to Scientific Names
M. Schaeffer (fl. 1923) worked for the railways in French Indochina (subsp. Alcippe morrisonia).

Maybe we find here is name and life dates?
