Most probably Yevgeniy L'vovich Shestoporov (Evgeny Lvovich Shestopyorov) (or how ever we would spell him).

Any idea if OD to P.c. menzbieri is online?

The OD should be on p. 244 of:

Шестопёров ЕЛ. 1937. Определитель позвоночных животных Туркменской ССР. Птицы. Выпуск 4. Ашхабад - Баку.​

(This translates into: "Shestopyorov EL. 1937. Keys to vertebrate animals of the Turkmen SSR. Birds. Volume 4. Ashgabad - Baku." The book may (or not) have included a translated title reading "Keys to the Vertebrata of Turkomania" [which is how Vaurie cited it without having seen it; "Keys Vertebrata Turkomania" is what the Peters Check-list made of it, but is pidgin English and unlikely to have appeared as such in the work]. A volume 5 about birds is also cited in the Russian literature, but I'm not sure this is correct.)

I have already searched for this before, but without success.
