The Eponym Dictionary of Birds claims:
Desert Lark ssp. Ammomanes deserti kollmannspergeri Niethammer, 1955
Dr Franz Kollmannsperger (b.1907) was a German zoologist, ecologist and ornithologist at the University of Saarbrücken. He took part in the international Sahara expedition (1953–1954). He wrote Von Afrika nach Afrika (1965).

The Key to Scientific Names
Dr Franz Kollmannsperger (b. 1907) German zoologist, ecologist, explorer in the Sahara 1953-1954 (subsp. Ammomanes deserti, syn. Bubo cinerascens).

From here we know b. 12. December 1907 Redingen. If correct here Franz Kollmannsperger (1907-1997).

At least according here he lived:

KOLLMANNSPERGER Franz, Studienrat, Stockenbruch 12, Saarbrücken 6

Franz-Joseph Kollmansperger
Birth12 Dec 1907 Redingen, Lothringen
Death10 Apr 1997 Perl, Merzig-Wadern, Saarland, Germany
FatherWilhelm Kollmansperger (1886-1946)
MotherMaria Maiser (1886-1975)
SpouseThekla Bruegmann (1909-1992)

So I assume that makes him Bezirk Lothringenese. Which would be either Luxembourgish, French or German today...
