Specs change as a production run evolves, some intentionally, others unintentionally. Post absolutes and they could be proven wrong many times over a run. So why put a target on your back for the folks who want to play gotcha? To the people running the company success means they dont lay people off and make a little money. To the gotcha folks, it's just a game. If I were the head cheese, a simple certificate of conformance would be as far as I would hang my rear out over the fire.
