Are these Double-crested Cormorants? Washington, DC (1 Viewer)

I saw these in DC about a week ago. Their backs look lighter-colored than I would expect based on photos of Double-crested Cormorants, but maybe it's a trick of the light? I'm not sure what other kind of bird could possibly have those V-shaped white markings/plumage on their heads + bright-colored beaks in this time and place.
