Bonelli's Eagle or Oriental Honey Buzzard ID Kathmandu Dec'20 (1 Viewer)

When I saw this one soaring above our hill, my first reaction was juvenile Bonelli's Eagle, but the smallish head, throat markings, the lack of dark underwing coverts bar, light wing lining and different-looking tail barring made me also consider Oriental Honey Buzzard. I did not find any identical pic for Bonelli's Eagle or Oriental Honey Buzzard on e.g. eBird, orientalbirdimages. What do you think this is?
