I have a good idea of what this is, but I'm looking for some confirmation. It was photographed in upland areas near Segovia, Spain.

Firstly, it has yellow, unfeathered tarsi, which rules out the eagles and Osprey. The short, square tipped tail rules out the kites, harriers and accipiters (and Honey Buzzard) and the dark underside and the proportions the falcons. We're left with Common Buzzard.
