Not sure if this is a Brewer's, but I think so. I have never seen one.

In agreeing with the Brewer's possibility, I assumed that the "rusty" areas were photographic artifacts resulting from over-enlargement, under-exposure etc. Maybe the OP can enlighten us on the appearance of the bird in life?
 
It appeared to have a dark eye, but the rusty brown color was for real. From behind, the bird looked black except for the head area. Rusty seems right
