The eye-mask looks not so black. Therefore, I am unsure if it is Brown Shrike (Lanius cristatus). Could someone confirm? Many thanks.

If it is Brown Shrike, that means it is migratory right?

Yes, 1st-winter Brown Shrike. The weak mask, especially on the lores, and the flank barring are pointers for an immature bird. There's some grey on the head, so I'm guessing this is lucionensis?

Thank you so much Andy. On grey head, lucionensis, I'm not so sure. I only have 2 from bottom up shots and one heavy backlight.

This shot original was heavy backlight. I processed this shot from RAW to bring up the shadow. Also because this was taken during early morning and there was little golden orange/yellow sunlight. Hope this addition can help.
