Honey, in December in Turkey? To me it looks like a Buteo. The pictures are rather poor, so not much detail to work with here. Still, the dark carpal patches and dark belly and flanks point towards Long-legged Buzzard I think. But how to be sure...

Should it have a white tail?

Head protrusion, large carpals and long tail made me think Honey, didn't look at the date.

It’s not a Honey as that would show a round-cornered tail and the head is wrong. The pale band across the chest is a Buteo feature, but whether it’s CB or LLB I can’t say

Agree with buteo, long head and visible bill does not really match Rough-legged, I would favour LLB over Common
