Buzzard type, Saddleworth Moor, England (1 Viewer)

Apologies for poor photo and huge crop. Saw this bird in the distance and missed the down beat of wings... thought Buzzard but the grey head gave me some doubt.
Picture taken on 08/10/18 @ 11.00am. Bird was making way upwind from lower area towards top of hills and onto moorland.

difficult one, I think it's pretty difficult to see what the tail really looks like, the head pattern meanwhile is so nice for RLB but the bill looks long unlike RLB, finally the bars on secondaries and primaries look better for Common, so CB after all for me
