Common Or Rough-Legged Buzzard? - Somerset Levels, UK (1 Viewer)

A friend of mine photographed this approachable buzzard in Westhay, Somerset Levels (UK), I think in the last month or so. I was struck by the head and wondered could this be a rough-legged buzzard, or is it a transitioning common buzzard? I've no first hand experience of Rough-Legs but it certainly caught my eye.

As Alexander stated, RLB have feathered tarsi ('legs'), which is the most easily feature for you to check with these high quality images (note that's where its common and scientific names came from). Bill would also be smaller.
