Cooper’s or Sharp-Shinned Hawk OK, USA (1 Viewer)

This guy terrorized birds at my feeders today. He didn’t catch any but hung around for quite awhile watching. He flew through the bushes, didn’t catch anything, then landed on my shepherd’s hook, a few feet outside my window (see pics), watching me watch him. Then flew to the ground where he stayed for about 5 minutes, up to a tree for a few more minutes and then he flew off without anything. Which type is he? I’m still too new at IDing, but I’m thinking Cooper’s due to size and beak. Am I right?

I’m in Oklahoma City.
