Cooper's or sharp-shinned hawk? - Ontario, Canada (2 Viewers)

I see this is a recurrent question in this subforum but I've never seen either species before, so thought I'd ask. Spotted on the roof of a house in my neighbourhood backing onto a wooded area. I was fairly close to it. It seemed quite large. 13-14 inches maybe. Based on overall size, relative size of the head, and location, my guess would be Cooper's (male?). Thoughts?

EDIT: I'm in the Niagara Region in case that helps.
