There are hides available for Golden Eagle, Goshawk, Buzzards, etc, but they're not cheap and you'll need to fly out to Finland or Bulgaria. Danny Green's company does this sort of holiday. Getting close often requires a lot of time and money.
Not every bird can be photographed easily though. For Golden Oriole I guess you need to be very lucky.
